PWWA CONTINUES ACCENT ON SUSTAINABLE DEVELOPMENT IN PHILWATER 2017 CONFERENCE

The Philippine Water Works Association (PWWA) continued its accent on  the environment  to ensure sustainable water  supply development  through the integrated water resource management approach as it held its 24th international conference and exhibition on water resource management  also known as PhilWater 2017 at the Henann Resorts, Alona Beach, Bohol last October 18-20, 2017.

Carrying the theme, “Shared Water Resources in River Basins for Sustainable Management and Development”, PhilWater 2017 conference featured six technical sessions designed to highlight innovations and best practices in the water  industry while apprising the participants on the latest studies, researches and technologies on water resource preservation, utilization and management.

During the opening ceremonies, PWWA President Eulogio F. Agatep lll set the tone of the conference proceedings as he underscored the vital importance of river basins in ensuring the continuous availability of freshwater especially in an archipelagic country as the Philippines even as he stressed the need for cooperation and collaboration among the stakeholders in the shared responsibility in seeing to their protection, preservation as well as sustainable development and management.

The technical sessions covered the following areas of concerns:

Plenary Session A- Water shed Management for Water Quality and Security featuring technical paper presentations  on “ Watershed Management System to Ensure Water Quality” by MWSS Administrator Gen. Reynaldo V. Velasco (Ret); “ Towards Comprehensive National Plan for Water Security  by NWRB Executive Director Sevillo D. David, Jr.; “ Success Story: Watershed Management of Maynilad” by  MWSI Senior Asst Vice President Atty. Roel S. Espiritu;   “ Water in the Surface of Change” by DILG USec. Emily O. Padilla and “ Comprehensive and Risk Based Water Safety Plan” by MWCI President  Ferdinand M. de la Cruz

Plenary Session B- Water Resources Management and Climate Change featuring technical paper presentations on “Vulnerability Assessment as a Tool in Determining Climate Change Impacts on Surface Water Supplies” by Engr. Mauricio Tobon, P.E. PMP, President, Tobon Engineering;  “ Global Water Perspectives: Major Trends and Opportunities” by IWA  Regional Director for Asia Pacific Ganesh Pangare; “Bangladesh Plan 2100, A Long Term Strategic Plan for Sustainable Water Resources Management in Bangladesh” presented by Bushra Nishat, Programme Manager, South Asia of the International Water Association (IWA) in behalf of the author, Mr. Malik Fida A Khan, Deputy Executive Director for Operations, Center for Environment and Geographic Information Services, Bangladesh; and “Alternative Disinfection Systems for Drinking Water and Municipal Wastewater Treatment Plants” by Mr. Kam Wai Chan, SEA Regional Sales Director, LIT UV Electro GmbH.

Plenary Session C-Water Safety Planning and Quality Management featuring technical paper presentations on “Water Safety Plans and Sustainable Development Goals on Drinking Water” by Engr. Bonifacio B. Magtibay, Technical Officer, Environmental  Health, WHO Philippines; “ Different Models of Water Safety Plans in the Philippines”  and “Philippine National Standards for Drinking Water 2017” by Engr. Maria Sonabel A. Anarna, MSPH, Msc, Supervising Health Program  Officer, DOH; “ Proposed Tools for Monitoring Water Safety Plan Implementation” by Engr Arturo B. Fernando, Supervising Engineer, LWUA; “ Integrated Safe Water, Sanitation and Hygiene (IWaSH) Framework” by Fe Crisilla Banluta, Project Manager, DILG and “ Application of Modern Flat Sheet Ultrafiltration Membrane Modules in Water and Wastewater Treatment” by Eng. Plenary Session D - Water Resources Development and Conservation featuring technical paper presentations on  “A Master Plan to Sustain Boracay as the Philippines Premier Island Paradise” by Ms. Jennifer B. Vergara, Head, Technical Operation- Boracay Water; “ Water Resources Assessment of Karsi  Islands and the Development of a Freshwater Lens Assessment Protocol” by Robert M. DiFilippo, F.,G. Doctoral Scholar, Loughborough University;  and “NRW Reduction: An Alternative Solution for our Country’s  Impending Depletion of Water Resources” by  Engr. Wiljeim B. Laureola, Team Leader, NRW Service and Engr. Aaron Roy M. Publico, Generalist, NRW, both of MWSI.

PWWA Director Ma. Fe Crisilla M. Banluta and PWWA Fellow Engr. Bernardo N. Buenaventura, Vice President, TCGI  facilitated.

Plenary  Session  E-Water Supply and Wastewater System Management featuring  technical paper presentations on  “ Wastewater Collection, Treatment and Management in Bonifacio Global City” by Ms. Rosella L. Belmonte, Operations and Management Head, Bonifacio Water Corporation;  “  Meter Technology as a Tool for Sustainability” by Engr. Jhonegil C. Ascan, Head, Integrated Meter Management, MWSI; “ Addressing Water Challenge: Pressure Management” by Engr. Norwin G. Go, Officer, NRW, MWSI and “ Molecular Orientation: The PVC  Revolution” by Mr. Joel F. Barbosa, Technical Service Supervisor, Atlanta  Industries.  

PWWA Director Engr. Rolando A. Grospe and Ms. Ruth E. Ambion, General  Manager, Tagaytay City Water District served as facilitators.

Plenary Session F- Water Resources Management Advancements, Options and Innovations featuring technical paper  presentations on “ Managing Growth-Field Information Systems” by Michael  Samuel, President, Geonobel Inc.;  “ Unified Financing Framework (UFF) for Water Supply and Sanitation” by Mr. Roderick M. Planta, Director for Infrastructure Staff, NEDA; “ Advancement Towards Water Conservation and Security” by Engr. Absalon F. Piedad Jr., MBA. Asst Manager, NRW Service, MWSI, and “ Landbank H2OPE ( Water for Everyone )” by Mr. Cecilio B. Clarete, Department Manager, Bohol Lending Center, Land Bank of the Philippines.  

Facilitators were Engr. Bernardo Hornilla, Department Manager, Batangas City Water District and Engr. Hydee de la Luna-Ramirez, General Manager, Lemery Water District.

Philwater 2017 was attended by about 700 local and foreign delegates.
